Rain? And Missing Protective Sheds

From the NY Times:
Parapet
Collapse Forces Evacuation at Atlantic Yards
...Kate Lindquist, a spokeswoman for the department of buildings, said the neighboring
building, at 768-772 Pacific Street, was vacated as a safety precaution. She
said over 200 feet of the parapet wall fell from the top of the five-story former
bakery complex, damaging several parked cars A fire department spokesman said
the heavy rains that fell on the city last week may have weakened the parapet...
97-years of rain falls on the Ward Bakery building...then Ratner touches the building
and 200-feet of north facing parapet fall off....and its due to rain? Really?
Even if the fire spokesman is correct, why were there no precautions taken if
rain can have such an impact on structural integrity.
And precautions should have been in place. The Department of Buildings
signed off on the building's demolition and said that sidewalk
sheds had been erected. When all the heavy debris fell from
the building today, there were no sidewalk sheds there to protect passersby
or cars. (PDF of the pre-demolition
inspection finding no structural problems with the building and stating that
a sidewalk shed had been erected.)
Now we've come to understand that the sidewalk shed was removed by Ratner
after the city inspection, in order to do some sewage work. And was never put
back up. Again, if rain could cause such structural issues towards collapse, why
was no sidewalk shed put up, the Nor'easter was 11 days ago, sidwalk sheds go
up in a matter of days.
Atlantic
Yards Report
has a photo showing how if this collapse occured three days ago, the damage
could have been fatal.
